The track sections from Rommerskirchen to Cologne-Ehrenfeld, Cologne-Ehrenfeld to Düren and Cologne-Ehrenfeld to Bedburg will be equipped with the European Train Control System Level 2 (ETCS L2) in accordance with the European Deployment Plan (EDP). The first step is to replace the existing electronic interlocking (ESTW: Elektronisches Stellwerk) in Cologne-Ehrenfeld with a modern digital interlocking (DSTW: Digitales Stellwerk). This replacement is necessary because the interlocking technology currently in use is not compatible with ETCS L2. The replacement of the old system will therefore create an important prerequisite for the successful introduction and integration of ETCS Level 2 on the track in the second stage. The commissioning is scheduled for 2029.

The Rommerskirchen – Cologne-Ehrenfeld measure is required overall, as it was included in the collective financing agreement "F21Q0767" and is therefore part of the EDP. The EDP is an EU deployment plan for the Europe-wide coordinated ETCS equipment along the Trans-European Transport Network (TEN-T). Equipment with ETCS is required under EU law for technical interoperability.

The implementation of this project will ultimately achieve two key objectives: Firstly, it will ensure that the Corridor Rhine-Alpine from Rotterdam to Genoa can be used with ETCS throughout. This applies in particular to bypassing the section between Emmerich and Duisburg. The exact design of ETCS will be determined in the subsequent planning phases. Secondly, the Cologne-Ehrenfeld section will be merged into a DSTW and controlled from the operational center (BSO: Bedienstandort) in Cologne-Mediapark in the future. There are currently no mechanical- or relay interlockings in operation in this area.
